how to stop throttling in Windows 7 SP1 HP

My CPU is stuck at 1.6Ghz and I've done the registry tweaks (ValueMax=0 and ValueMin=0) wherever there was a value of 64 (100%). There are also other ValueMax setting that read like 4295365556 (example). Should I set these to 0 also?

How do you know its stuck, have run a program to see if it adjust up?
Also clean the case/heatsink of all dust.
What are the CPU temps?

CPuZ says 1.6Ghz (16x100) at idle. Even when my screen is full of open programs it still says 1.6GHz. I've got the Power Management profile set to Maximum Performance and the CPU set at 100%. All power savings features are off in the BIOS.

I tried a coupla throttling programs but they were for laptops. I've read that it's an issue with Windows 7 and you have to tweak the registry.

Use Argus Monitor to see what your cores are doing in realtime, then start prime95 up and see what it does then.

Why on earth would you want to do that?

The CPU will go as fast as it needs to go based on what you are doing, locking it to max multiplier 24/7 does nothing but increase heat, cost you money in wasted power, and reduce the lifespan of the CPU.

It throttles during idle for a reason, it's working as intended.

I prefer mine to clock up and down as and when it needs to and judging from what I see in Argus Monitor, Intel has done a great job of allowing the processor to know when performance is needed.

Leave it alone. There's no reason to let it run full speed all the time.

Unless you are doing audio production work or realtime recording, I don't see the need to disable throttling.

If you, for some reason, would like the CPU to constantly run at its max frequency, I believe you just have to disable the power saving options in BIOS. That's how it works on my system and I'm guessing that it applies on newer ones as well. Disable SpeedStep and the other C-state settings and you should be able to run your CPU at full blast regardless of load.
