How to stop start up programs in Win2k?

I run msconfig and it doesnt exist. How do you stop certain programs from loading on startup in Windows 2k. I feel kind of dumb because this should be really easy.
 
start->control panel->admin tools->component services.
make sure you have your admin tools visible in task bar.

oops, I thought you meant windows services... my bad 🙁
 
Same place in the registry as Win98. The obvious choice being to check the startup folder first in the programs start menu.
