How to set up WEP? or WPA?

I'm not sure exactly how it works... I know how to get into the settings page to set up a WEP or WPA but I'm not getting exactly how I decide who or who cannot be on the network... can anyone explain this to me? as well as how I might be able to password protect my network? I've got a bunch of leechers in my apartment complex right now.

If you set up WPA-PSK (pre-shared key) you will have to provide a key or password. Only those with the key can connect to the network.

 
On Entry Level Wireless, there is No password.

There is an Encryption Key for the connetion, and it typed into the Router.

Any Wireless computer that is set with the same Key can Access your Wireless.

Naturally, you would not give the key to your neighbors and thus they would not be able to access your Wireless Network.
