How to send message to all XP users on Local Machine

I want to send a message to other users on my home machine, but I want it to appear when they next log on. I want different users to recieve different messages.

I thought I knew how to do this with 2000, but im coming up blank. Net send and msg wont work, because I want the message to appear next time the user logs on; even if the system is shutdown or restarted.
 
I could use the LegalNoticeCaption and LegalNoticeText (will it appear on the welcome screen?) but I'd rather just have some message box pop up for each user and display my message...
