Are trading card games raffles? You buy a pack of cards, and have a chance to get an "ultra-rare" or whatever card that might be worth $100. I've always felt that the laws against non-government lotto are absurd, this is just one of many loopholes I've seen used.

Those cards are "worth $100" only because other players will buy them for that. You can't purchase those same cards from the game maker for $100. You can't sell them back to the company for $100. The cards themselves have no inherent value. It's their collect-ability that makes them valuable.

Yes, but all of that applies to a used PC as well. The used PC has no inherent value beyond what others will pay for it. If it isn't a lotto to buy packs of cards and hope for an ultra-rare, then why is a lotto when you buy music and hope you get the package of music that comes with a free used PC?

I actually wanted to do that when I ran my game server as it was starting to get expensive to run it, except I actually WOULD give the prize. Then I found out it's illegal. Too bad though, I really don't see the big deal, provided you follow through with the prize.
