How to restore the Open file security warning?

At some point, I clicked on "always ask before opening this file" under the Open File security warning when downloading a file from the internet.

The problem is, now it doesnt prompt me to download and specify a location, it just opens it in whatever application it is associated with.

I want to really just download it to the HD.

How do I restore the Prompt?

See the page below for the box I unchecked "The one it says to leave checked".

I think it's Tools > Internet Options > Security. From there you can set a custom level or set back to defaults. See if that works.
