How to remap keys to switch functions (screenshot inside to clarify!)

I have an Azerty keyboard (see layout below) and if I want to type the number "2" for example I have to hold shift which is annoying. Is it possible for me to switch the "2" and "é" which are on the same key, so that when i press without shift I type a "2" and with shift "é", so reversed.

And will I still be able to type "@" when pressing AltGr key (modifier) and the 2 key?

Which app can i use to do this? Or a reg edit? I looked at some apps but switching what's top and down on a key doesn't seem obvious to do. Thanks if you can help!

It would help if you would identify the make and model of the keyboard. Remapping is often very proprietary. This appears to be a very small, non-standard KB.
