I didnt know one could fail a state inspection if the horn didn't work. Damnit.
I thought it was the fuse only to realize a wire had snapped out of its housing. Ugh, I have no strands to connect what's left of the wire. It basically ripped out of the cable housing. i see pieces of the wire inside the wire but no way to re-attach it. I wonder what the stealer will charge for this.

Take a pic. Most likely the pin/socket can be removed and you can solder the wire back on

Jam a needle or pin into the wire that is inside the housing and solder it in. Then jam the other part of the wire into the needle and solder that in.

Post a photo of the connector. In most cases, you can find a replacement terminal with wire and housing at a parts store. Then just splice it to the wire from the car harness. This can be done with an inline butt splice. Just use one that has built in heat shrink so it will be
waterproof after you crimp and shrink it.

Gonna see what I can do tomorrow. Where can I get a nice soldering kit?

a basic $10-20 iron with no adjustments will work fine for what you need to do. if you don't want to drag an extension cord out, you can spend more on a butane iron, but it's harder to control the temp. i've never tried an electric cordless iron and probably for good reason.

depending on how the wire broke, sometimes it can be pretty difficult to solder back on. you can get new terminals from the dealer, typically, if needed. i usually take the connectors apart with a small pick, but there are specialty tools for certain connectors. more than likely you can just stick a thin pick somewhere and hit a tab that's holding the terminal in place.

note that if the terminal sits recessed inside the plastic housing, a solder glob will make it not fit. this is usually what makes me get new connectors, my hands are too shaky to do a super-precise soldering job.
