How to prevent VPN from connecting?

I have setup a VPN for running torrents. I only use this VPN occasionally, I do not want it on all the time. However when browsing the net, if a website delays slightly to respond, the VPN keeps popping up and asks to connect. How do I prevent windows from automatically asking to connect to he VPN?
 
control panel->intenet options->connections tab->never dial a connection

My assumption is you havea dial when a connection isn't present if you are using windows VPN client.
