Yes, this is the best idea. If he doesn't have a good Windows knowledge, he would not know about the HOSTS file.

Screen shot his desktop. Save it as jpg. Change background to Screen Shot. Erase all icons, or just erase certain ones that they use a lot. Its pretty funny.

Log on as admin and right click systemroot\system32\drivers folder. Highlight security and remove everything from there. Click apply.

NOTE: NTFS on boot volume required for this (which it should always be!)

If that fails, there's always other things to do such as limiting max memory to 128MB in boot.ini file. 64MB if 2000. Makes machine a real crawler. You can go into BIOS and disable L1 cache to really make it slow down.

If you really get mad you can urinate in the soap dispenser!
