Is there a program that can analyze your computer system including driver settings, windows settings, etc. and make suggestions for changes to various settings to increase system performance.

Unfortunately for you I think everything linked so far is DIY. However they aren't really "see what happens" kinda things they're tried and tested "this will work best" type of things. And in the case of blackviper's service stuff he has reg script available that make doing or undoing anything a simple dbl click and in his tables he lists "safe", "normal", "gaming", etc configs....

Basically MS (etc) optimize (or don't optimize) things for Average Joe not for the enthusiast(s). If you wanna optimize your system you're gonna have to learn something about it and gain some understanding of it or live with Average Joe settings.
