How to make a bootable dos drive on a XP machine?

I tried creating a dos bootdisk and copying the files over, but that didn't work at the boot sector didn't get copied over (obviously)... Any ideas? The reason I need this is for a utlity for my laptop. I made a small partition (10 megs) to run the utility in dos mode, but I don't want to use a floppy everytime I run the config util.

In other words, I have a small partition that I'd like to boot into dos at startup if I choose it under a boot loader.

I know how to do a dual boot, but I don't want to load a full operating system on the partition just a bare bones dos install. If I were using dos I'd use "sys d:" to do this, but I don't have any bootable CD with dos that contain the sys command.

again, I know how to partition drives and use multiple OS's no problem... but I need to be able to copy io.sys, command.com, msdos.sys, etc. and make the drive bootable.
