How to make a balcony private......

Me and my gf's apartment is the only on on our block with a balcony. Its located on the back side of the house. The apartment is in brooklyn, and the houses are brownstone row houses, therefore, very little privacy. I cant stick my hand inside my neighbors kitchen window if i wanted. The balcony is about 8x12.

Theres a ~3.5' metal railing all around. What would you do to make it more private...
