how to lock sata, pci ect to max cpu oc?

ive gotten my 3500+ winchest to 2.5 with liek.. 1.55-1.6 vcore which is way to much for me.. i have dfi lanparty nforce4 mobo and zalman 700alcu and 2x512 corsair valueselects 🙁 oh well haha mem no matter amd to much but w/easdasdasd

how do i lock sata, pci and w/e else might interfere with my oc? i want to maximize it without using os much vcore
