how to limit ICS usage to other comp on ICS on XP

I have DSL right now with a GNET USB modem, and i'm using ICS with Win XP Pro and when my dad sends sometimes it kills my pings. He can download all he wants but when he starts sending big files and stuff i start to lagging. Is there a way to cap him so he can only upload at a certain speed and download at a certain speed?? THe DSL is running off my comp.

To my knowledge ICS doesn't have that ability. I do believe some third party software offers that as a feature. I am sure it will cost $$. Probobly just as cheap to buy a router.
