How to limit bandwidth?

I am looking for a program to limit the amount of bandwidth a computer can use, the reason being because my brother likes to download a ton of movies/mp3's off kazaa 24/7 which basically cripples and chance I have of getting a good ping while gaming. I have 3 computers (2 winxp, 1 redhat 7.3)behind a Linksys Router (BEFSR11).

No can Do with Home (Entry level) hardware.

OpenBSD + altq should be able to help. I havent set it up yet though, so Im not sure how much it will help if at all.

You also have the option of installing Linux and consulting the Bandwidth Limiting HOWTO.

Basically, you don't have to go out and spend big bucks on a high-end piece of equipment; you can just get yourself a cheap-ass 486 from your local used computer shop and install Linux or BSD on it. You end up with a cheap router that's as flexible and powerful as many high-end hardware routers.
