How to install HDD Rubber Screws?

Anyone know how to install the following HDD rubber screws?

Do the blue rubber washers go between the HDD and the case? Because I don't think there is enough room to fit. This would seem to make the most sense since it would prevent the HDD from touching the case.

Or do the washers go between the case and the screw head? This wouldn't make much sense because the case and HDD would still touch each other, allowing vibrations to be transfered.

i cant tell in the picture, but it loooks to me like there are TWO rubber pieces around the screw (notice the double blue rings)... so i would say:
HDD - Rubber - Cage - Rubber - Screw.
 
Is there 2 washers per screw or are those single double sided washers? They look like a single double sided washer that just goes between the casge and hard drive. Or they might squish down enough that the necked down part of the washer fits in the groove of the cage, so that there is some washer touching the screw head and some touching the hard drive. Also this way the screw never touches the casge.

I just got the screws in now. The washers are one piece. I think mooseracing might be right that the washers fit in the groove of the cage, so that the washer touches the hard drive and screw head. UPS should be here with the rest of my new computer in a few hours.
