Well seeing as he doesnt seem to be technically breaking any laws, I spose you could just annoy him back.

Afterall being annoying isnt against the law. Actually even if he was walking arround following your girlfriend everywhere, that still wouldnt be against the law, otherwise cops would need warrents just to follow suspects - can you imagine some local drug dealer applying for a restraining order at the court to stop the cops following him everywhere?
