How to get Dolby pass through from USB port

I'm trying to pass a Dolby signal through one of my USB ports but I'm wondering if this is even possible? I need something that does USB to Optical for a decoder box I use. Unfortunately I'm mostly lost when it comes to the Sound side of things and was wondering if anybody knew something that could help me achieve this.

This product no longer passes Dolby Digital through it using Windows 8, although if it did that would be exactly what I need. I sent some E-mails to Turtle beach just to make this product no longer passes Dolby Digital and they confirmed it. But also stated they are "Working on it" When I asked how long they had been working on it they told me for over a year

I take it your mobo, or sound card doesn't have an optical out? And your decoder box only has a optical in?
