How to get Cool and Quiet working with an OC?

I have a 955, and whilst I have my nice overclock, I'd also like to have Cool and Quiet active with the overclock. The setting is on auto in BIOS, but the core speed stays constant all the time. So how do I get it to do Cool and Quiet to run alongside an overclock? (right now using multiplier overclocks)
 
Do you mean underclocking using msrtweaker? Or overclocking with phenommsrtweaker while leaving BIOS settings default?
 
I do both.

I can't undervolt in my BIOS, so I OCd to the highest I could at stock voltage to get 3.2ghz in Linux/OS X. In Windows, I use K10Stat(like phenommsrtweaker) to increase the voltage and get to 3.5ghz on load, but also to underclock/undervolt the same way C&Q does when idle.

Yes I forgot to mention that.

You can both over and underclock with PhenomMSRTweaker and with a certain configuration, you have to turn the BIOS CnQ OFF for the program to work properly.
 
I've managed to undervolt my 550 3.4GHz/2.6GHz NB to run stable with 1.325v (1.31v vdroop) in the BIOS. Then with PhenomMsrTweaker I've managed to do custom Cool 'N Quiet with 10x multi P-State 1 with settings "CPU-ID" @ 0.9875v and everything else untouched.

This effectively runs my 550 @ 2GHz/2.6GHzNB w/ 0.944v at the lower end usage/idle and ramps up to 3.4GHz/2.6GHz NB 1.31v. I love this program, saves lots of power and keeps it cool.

I'm sure you can go lower than that if you want to. I've got my quad at 860MHz at 0.825v at idle.

The Phenom II is a bit different due to the NB. I have my NB clocked @ 2.6GHz, which needs a bit of voltage as well.

Can't you just keep the NB voltage higher and lower the CPU voltage? I have my NB constantly at 2150MHz and just lower the CPU voltage and multiplier.
