How to get accurate 12V reading on new MB?

Checking my voltages on the rig in my sig, I notice that Speedfan and Sandra both report that my 12V rail is at 5.6V, which I don't think would even spin up the system if it were true. Also reporting the 3.3V line at 1.46V. I'm very confused. Do nForce3 Ultra boards split voltages in different ways, so that the programs are confused? If so, how do I check to see that the voltages are in line? The system is stable and overclocked, just curious. The PSU is an Antec TruePower 550W.
 
The thing is, I'm not particularly concerned that they are low, but I am very curious as to why the readings are as they are. I'm certianly not going to spend money on a voltmeter or multimeter when my machine isn't even having stability issues. I am looking to see if the rails being monitored are switched somewhere, and if there is a program that will accurately read them.
