How to enable java scripting in IE?

Im having troubles with my new quicken 2005. When trying to connect with my bank to gather first time data downloads for quicken, it keeps popping up with Java scripting NOT turned on.

When i try to lower the security settings from medium to low, it ALWAYS resets itself back to medium again in IE!

Why cant i just set it to LOW if i want too??? IE settings are basicly over riding what i want at the moment. I even turned off my firewall thinking i could then turn it to LOW but nope, IE resets it back to medium again. Im sick of IE, how can i defeat this beast?!

tools > options > security > custom level > scripting > active scripting -- enable

make sure that you have admin rights in order to make the changes to internet options.

to defeat the beast known as (ms)ie, make sure you browse happy -)
