how to draw a vector arrow in publisher

how do you draw a vector arrow over a letter in a microsoft publisher document, (probably the same as in word)

i am making a sign and i need a decent looking vector arrow.

Draw a line that's the thickness & length you want.
Right click the line, choose change line, line/border style, more styles...
Change the endpoint to be an arrow.

Simple.
