How to disable date picture taken digital camera, in XP if you pass the mouse pointer over a picture it will give discription such as date demension etc..

that's from the EXIF data that was stored in the photo by the camera. You could remove the exif data in each photo. Some image viewers like IRFANVIEW have an option to save without original exif data. And there are exif editors, etc.

Or if you meant, how do you stop the popup 'tips' from showing, that is a folder option.

tools > folder options > view tab > uncheck "show pop up description for folder and desktop items"
