how to disable balloon tips for wireless network

every time it detects another wireless signal, up comes a balloon. Can I turn this balloon notification off, but leave it on for other types of notifications? If not, can I turn off all taskbar balloon tips?

Nope. I couldn't find anything in Tweakui that does it.

You can disable all balloon tips by creating the DWORD value EnableBalloonTips in HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced and setting it to 0 (zero).
