How to determine a pwr supply is working?

Hello I have just built my first system--ECS K7S5a MB with a Duron 950 cpu--using an Enlight
72307 AZ case that has a 350w ps. I connected the ATX pwr connector to the mb, and four smaller
connectors for the pwr button, hdd, rest, and pwr off--these are black, LED wires and go to the FP1 (front panel 1) header . Did I miss anything? The problem is when i plug the system in and turn it on nothing happens--no evidence of getting power. I switched power cords and outlets, and i switched the back pwr switch on and off several times, i switched the front panel pwr button on and off several times.
What should i do next? thanks for any help you can give

I ran into the same problem, luckily I had an extra computer so I took the power supply out and just hooked it up in the new computer. It turns out that the PSU in fact was dead.
 
Usally when I see the no power on a newly assembled pc, I start over.... Reseat the cpu and remove everything else, check the power If you still dont get anything, you have a bad part, ps, cpu, or mobo If you do get power add other parts one at a time and check power as you go--- add ram test power -----add HD test power and so on till you find your faulty part.

Thanks for your idea ....the trouble was in the lead from the case for the power button.
two leads in a three leads sleeve with the leads not matching the pins on the board...
making an open circuit...when the leads were swiched to match the board the power
came on.
