How to change Network Access from Guest to Classic setting?

Im trying to run Visual Studio in Vista 64 and get the error message saying I have my Network Access: Sharing and security model for local accounts setting set to Guest.

From what I've found online I have to change this setting to "Classic" in the Network access: Saring and security model for local accounts window.

My problem now is I can't seem to get to the Network access window to change this....

I don't have the Local Security Policy "tree" in the Administative Tool window?

Sorry if this is a noob question but if anyone could tell me how to change this setting in Vista 64 it would be greatly appreciated.
 
OK after more searching I think the reason that I'm missing the "local security sttings" line under Administative Tools is that I elected to not set up a user account/password protection for boot-up when installing Vista.

Edit- HHmmm.... maybe that's not the reason- just added a password to my account and still no "local security settings" line in Administrative Tools window. Can anyone with Vista confirm if they have the "local security settings" line?

Anyone know a run command to change the Network Access: Sharing and security model for local accounts to "Client" ?
 
So wow. After more searching found out that Vista Home Premium does't have the "local security settings" line in Administrative Tools. Nor the "secpol.msc" run command to get to security policies.

Anyone know what to change in the registry to change from Guest to Client setting for the Network Access: sharing and security model for local accounts?

Or better yet. Anyone have Bill Gates phone #. I want my money back. I'll even pay the shipping to send this steamming pile of an OS back to Redmond.
