how to change bg color of windows picture viewer?

I would suggest downloading and installing IRFANVIEW as the default viewer - it is free and much better than the basic one in Windows XP. It uses black background by default.

Right! And to change BG, go Options, zproperties, Viewing, and in Main Window Color you can make it anything you want.

No reason to use any other program these days.
