How to change a user name?

This probably is a very elementary question, but I can not find an answer in windows HELP. How can I change the user name on win8SE?

delete or rename .pwl files, restart computer. it will ask for new username and password.

I do not have usernames myself on my computer, but you may want to check the control panel. There is probably a 'users' section to it.

Right click network neighborhood, choose properties, choose identification and change the name. If you have no network neighborhood open control panel and double click on network, the same options are there.

I have a static IP address. I am runing Win98 and sharing files and etc. (those 2 check marks at network properties) How can I access my files thrue the internet?
Yes I have TCP/IP etc. installed.
