The problem with the Bush Administration is they have lofty ambitions ( rid the world of tyrants ) but lack the talent and imagination to actually achieve them. Rumsfield wanted to send 50,000 troops to baghdad a city of 6.5 million people. After much talk with Tommy Franks the number was raised to 140,000 troops, a far cry from the 560,000 that military planners had wanted to send.
The golden rule for occupation is 40 to 1, so with 25 million Iraqi's that is 625,000 troops. The 560,000 number seemed plausible the 140,000 number seems silly.
