Considering this would seem to be more of a load on the power supply, how safe would it be to use this for case fans?

stock fan shroud ? probley be ok , but i wouldn't run flowmasters on it , be alittle noisy....

The 4-pin Molex 'Y-Adapter' is standard practice to break-off a fan, or even HDD or Optical drives.
You do lower the shared voltage on a string to the components, bot they are in 'parallel' wiring
and not in series. Go for it - minimal risk, and they work quite well.

What do you mean more load on your PSU? I'm guessing you are talking about whether to connect fans to your mobo or to your psu, well in that case, in both cases you are putting load on your PSU. And Y splitters work fine, don't worry about that.

Adding another plug won't do anything...unless you plug something into it that draws power ;)

Are you asking if using that pass-by connecter to link another fan would overload your PSU? If that is you question, then the answer is no. Most fans draw under 5 watt, so unless your are under powered to start with, you should have no issues.
