Default chipset fans are notoriously loud, because they're small and usually cheap. You'd probably need to replace the default hsf (among other things) if you want a quiet self-built.
Your basic noise sources are case fans, chipset fans, hard drives, and PSU. Check out silentpcreview.com for more info.
