Tires should be rotated anywhere from 5000 miles-7500 miles. If you don't rotate them until later, thats ok too, as long as you keep an eye on the wear level.
As for the torque wrench issue and rotor warpage, it takes quite a bit of force to actually warp rotors. It seems that the issue is heat, undersized rotors, and just general wear that causes warped rotors in many cars.
