I don't fully understand your question, but "Nvidia Inspector" does give you more control over profile settings. Note that it may also cause instability if you mess it up with it.

No its not , but you can force AA settings for each game or globally from there.
Open Nvidia control panel
go to help, nvidia control panel help
click 3d settings
how do I ?
adjust 3d settings
manage 3d settings
will show you how to add AA to games or globally.

Safer ?
You can revert all settings by uninstalling drivers and doing a clean install.
Inspector and probably Ntune are unsupported programs, created by knowledgeable programmers in their free time. Meaning there is no in depth quality testing.
NVInspector is run from the authors blog site :

The nVidia control panel one may change AA or AF to your preference.

nVinspector is a third party tool that allows more flexibility for some hidden abilities like mixed hybrid modes to name an example.

Nvidia control panel will do what you want. You can force any AA mode you want, SS, etc etc. I love it for older games to really push up the AA levels.
