It is artic silver and the fan says fop 38 on the box. My friend gave it to me. Kinda looks like there was a price tag sticker on bottom of heat sink does that need to be totally 100% removed? Also do i need to let it set up before i fire up the computer.Does it need to dry or does it dry?

YES, by all means remove that sticker completely!

No curing time though, just fire it up.

Remove the stiker, but hot the thermal pad!
Put the AS on the core only.

Usul, If you are trying to say not to remove the thermal pad, Why? if you leave it on won't AS be useless?

I'm guessing by fop 38 that means you have the GlobalWin FOP38. Remove the sticker COMPLETELY. If you want better heat transfer, remove the thermal pad with some rubbing alcohol and just use the Arctic Silver. Put just a thin EVEN layer of the Arctic Silver on the core of the cpu, not on the heatsink itself. Then attach your heatsink correctly and you are good to go.
