How much should my friend be paid?

I have a friend who is working part-time as an IT Manager for a non-profit organization. Right now he's being paid about $18/hour but wants to ask for more. The thing is, he's not sure how much money somebody in his position should earn. His responsibilities include network administration, database administration, report data processing, and general technical support. Knowing what you know of the working world, what would you say is a reasonbale asking price?

18 sounds right to me since he's part time, and he's working for a non-profit.. if he went full time, and has a degree (i'm not saying he doesn't, you just don't mention it) he should be making.. i dunno.. i'd say 50 - 60k.. which is 25-30/hour.. of course he'd have to work for a big corporation and work full time, and be willing to get certifications..

Heh, I made $7/hour as a programmer in college, and thought I was big ish. And it wasn't THAT long ago.
