How much should I charge for a site like this?

That's a good point, but this is not likely to be under the table. I believe the friend of a friend works for municipal government or something like that, so everything is documented.
 
is it better to charge by the hour, by pages or by the whole site? what is the best approach in negotiating price? I'd like to be able to say "I charge X per hour" but I don't exactly clock myself and it doesn't give them a good estimate of how much it'll be in the end. I also don't want to say "I'll do it all for X" because I might need more.

Ahh the million dollar question / decision... a lot of freelancers offer that choice to the client and make an estimate based on that choice. Safe side for you is of course the hourly thing. They'll still want an estimate and you need to make them aware it is only an estimate. Actual job experience helps in this case.

in that case, what would be a good price to charge for someone just starting out? I don't have FORMAL training in web design (I am studying computer science and will graduate next year tho) but I can do basic database integration and stuff like search engines and the like... I don't want to sell myself short but I also don't want to go in over my head!!
 
So I've been offerred a flat $1000 for the job and accepted. I figure if I can't do it in 25 hours, I'm not worth $40/hour. 🙂

Now to find out the key details which will determine if I am overpaid or not. 😀 (hosting etc)
