how much paypal charge for non-cc payment

i thought with non-paypal payment, paypal wont charge seller anything (but im a buyer every time). but my friends say the payment rate of paypal is: 2.9% + $0.30 USD, is that correct? thx a lot.

depends on the seller's account. if the seller has the account that lets him/her accept credit card payments, then paypal charges a fee on ALL incoming payments regardless of the source

for the account like mine(i dont have seller's account), to accept non-cc payment is free?

yes

but i would think pretty much all sellers have the upgraded account

fock! i thought paypal only charges fee if its thru CC. is there any way to downgrade an account back to regular?
