How much of an upgrade am I getting? Also what should I be able to get my 3.06 to on air?

I am going from my P4-2.4b @ 2700gHz(no HT) to a P4-3.06(HT) and will probably keep it at my current FSB of 150 unless I can get it to 160 or 167 (3450 - 3680 or 3841). I have 512MB of Corsair PC3200C2 Ram and it will be running at 400mHz and I will be selling or trading my 2.4 so I can get another stick of ram. I have heard that my motherboard only gets up to 167 FSB on the cpu.

I do video editing and 3D modeling.

So what should I be able to get my 3.06 on air? What kind of performence increase am I looking at?

those speeds you are predicting seem very possible
it should hit 3.5 or more i would think
but i've never owned that proc so i can't be too sure
