You don't need a license to purchase a unit.

However, I do have my license to purchase refrigerant.

I am staying at a Holiday Inn unitl it gets fixed:p

Well if it's sparking have someone check out the junction box - that's a lot cheaper than replacing the unit! Probably a wire nut or bug (split bolt connector) came loose and grounded out on the chassis. A fault like that will wipe out a fuse and cause the unit to appear dead.

I've never heard of a license to purchase refrigerant. Type I, II, III, Universal and 609 (automotive) EPA certifications perhaps. ;)
