I learned from experience...some guy in russia bought a monitor off me, an LCD nonetheless, I sent it, left the money in my paypal account cuase I thought it was their job to verify. Well, a couple weeks later my account is closed and my money is gone and they wouldnt' give it back cuase he used a fraudulent CC and it resulted in a chargeback. Well, to make a long story short, I was out 600 bucks...so screw paypal. Plus I don't want them makin interest off my money... "
Chargeback liability is explained in our User Agreement. In addition, the cc fraud indicator on your issue would be the fact that you shipped to Russia. Russia is not supported by PayPal, as it has high incidents of credit card fraud. I have to again stress the importance of complying with the Seller Protection Program.

PayPal does not randomly restrict accounts. The reasons for an account restriction can be viewed in our USER AGREEMENT. These issues are also entirely resolvable.
If an individual transaction is in dispute, we will pending reverse the transaction in question. An account restriction requires something within the User Agreement. Accounts are not frozen over one transaction.
I realize a lot of attention is given to account restrictions on the boards, but I would ask that users:
a) consider the number of complaints relative to account restrictions
b) factor in the size of PayPal's user base compared to these complaints (PayPal's user base has been reported at 15 million). You would come to the conclusion that they are quite rare.
