How much CPU utilized in Win98SE at "idle"???

I've got a Win98SE / Duron900 machine with 327 MB of RAM. I just brought up the system monitor without RC5 running and noticed that there is generally 25-50% of my CPU used doing....NOTHING?!?!

anyone else run into this? I killed all processes but systray and explorer and still noticed the CPU utilization to be 25-50%...

what is my computer doing?!?!?!?!

 
Good question.

I find that the system monitors in Win98 are not accurate, so I simply ignore them.
