If you use Nero it shows you a handy bar that sohws you how much space you're using on the disk and how much more it can take.

4.38 * 1024 = 4485.12 is the calculation I always used, is 4482 the exact number?

4.7 billion bytes would be 4482.269 MB... [edited for correction]

4700000000 bytes (base 10) divided three times by 1024 -1024/1024/1024 = 4.377216 GIBIBYTES
http://en.wikipedia.org/wiki/Gibibyte

or 4700000000 (4.7 Billion) BYTES (4.7 GIGABYTES) (base 10) divided by 1,073,741,824 (base 2) GIBIBYTE= 4.377216

or 4700000000 BYTES (base 10) divided by 1024/divided by 1024 = 4,482.269 base 2 Mebibytes

In actual use (with lead in lead out) you get 4.36 base 2 Gibibytes MAX

Edit: Win XP2000/98/ME only reads BYTES as base 2 FWIW
