How loud is the Leadtek Ti4600 w/ its twin fans?

It's not as loud as you think it it. The fans also a little weak. Better than reference design, though 🙂

As for passive colling, it's a matter of luck. I do suggest you go with 4400/4200 models, 4600 is pushed to the extreme, and therefore runs very hot.

Both cards are in stock @ Newegg. $289 and $425, respectively.
 
A Ti4400 with that cooling solution would seem to be a nice wet overclock dream. Of course it depends on the voltage supplied to the chip and the DDR Leadtek places on the 4400.

I imagine the fans don't need to be very powerful given the size of that heatsink.
