Yes, it's much quieter. I'm assuming you have the reference design cooler on the 290x? You can always find a 290x with an third party cooler. They're much, much quieter than a reference 290x. PowerColor PCS+, SAPPHIRE TRI-X OC, ASUS R9290X-DC2OC-4GD5. etc.

The Sapphire Vapor-X 290X is insanely quiet and cool. Otherwise, on the 780 Ti side, I you could look at the EVGA ACX cooler/
In that case, the Vapor-X 290X should be seriously looked at.The EVGA's aren't really known for their quietness...
the Asus DCU II or the MSI twin frozr are going to be the quietest 780 ti's...
Under tested load, the Asus and MSI were @ 39dba.
Likewise under load, the Windforce was 43dba on uber fan profile and 39dba on quiet.
You are not going to gain much.

DO NOT get the EVGA ACX edition 780 ti. I had a classified 780ti with the ACX cooler and it was damn loud when gaming. The quietest card I ever owned was an Asus 280x DC card, but that GPU doesn't require that much cooling.
It's a shame that Galaxy doesn't sell cards here anymore. Their HOF edition cards were the best.
