How loud is 24 decibels?

24 dB Maybe a whisper

Here is a list to give you an idea. I can say this much at 180 dB would kill you from the pressure of the sound wave.

70 decibels. A loud radio in an average house. A noisy restaurant. Roadside traffic. This noise makes it difficult to use the phone.
80 decibels. Road construction site. This sounds twice as loud as 70 decibels.
90 decibels. Loud shout. Busy city street. This sounds four times as loud as 70 decibels, is annoying and causes damage after eight hours of continuous exposure.
100 decibels. Subway station. Running printing press. Train horn 33 yards away. This is eight times as loud as 70 decibels.
110 decibels. Sheet metal grinding. Amplified rock music. This is 16 times as loud as 70 decibels and requires shouting to be heard.
130 decibels. Pneumatic chipping and riveting machines from the operator's position. This is 64 times as loud as 70 decibels. Shouts can't always be heard. This noise level is considered intolerable.

when you here someone's car with the bumpity bump that's 100-150/160dB(at the extreme end)
a jet taking off is ~120 dB. 24 dB is not loud

I'm buying a laptop cooler for my noisy dell 2650c inspiron...i wonder how loud the freakin' fans on this thing are.

The laptop cooler is rated at 24db.
 
Under 20dB is considered inaudible to the human ear... not completely true but almost... noise also has a lot to do with the frequency and pitch...

True, BUT....

Techically, 1dB is the amount of sound that is BARELY audible to a person with good hearing and in perfect silence. It's the absolute sensitivity of the human ear.

I've briefly thought about that as well, but I think first I'm going to rip my HP open and check the thermal paste under the heatsink.

i think theres no standard how to measure it though. i remember my coolermaster xdream cpu cooler rated at 25db min and it was way way louder then a generic 80mm 28-30db fan.
