how loud is 24.4 dBa

it's quiet but really depends on your case. my case has a 92mm stealth and a 250w psu(i know low, but it's built for quiet) now 25db seems pretty loud, drowning out everything else including the stock amd64 hsf(loudest thing before). the only thing louder is the hdd(but barely)
 
Depends who reports the 24.4 dBa.

How far away from the noise source was that measurement taken?

A Jet aircraft is "120db". However, since it is 100 miles away from me, its pretty darn quiet. In fact I cant hear it!

Different frequencies can be more noticeable to you. If you have 24.4 dba of high pitched screech, you will hear it above 32 dba low frequency noises.
 
When you get quiet fans, you'll notice how loud the mechanical sound the hard drives make. I can't wait to to buy my new system and use the seagate .7 as the boot HD. Man, the pair of WD 120GB/8MB are driving me mad w/ the high pitch sqeak. I'm using 2 Panaflo 80mm Low, a Panaflo 80mm High for the HS, and the Antec PSU fans that barely make a noise.

WD120 were the worst! I had 4 of them. Now I have a Seagate 7200.8 which is much quieter, but still has nasty idle buzzing.
