How long does a website take to propogate on most ISP's?

Just curious - my cousins in Tennessee and one of their friends on a different isp cannot access my website. (melvinchu.com) They get a "This page cannot be displayed" error. When I have them do a tracert for melvinchu.com it keeps telling them host or something like that not found, but they can do a tracert on the numerical IP of the site. (If they or I put in the numberical IP into our browser, we just get a page from cPanel saying "This page is not properly configured to display anything" or something like that. It works for everyone else that I have tried. Is this something where it just takes some more time to propogate to their ISP's servers, or is something setup wrong?

Sounds like hisISP hasn't updated the DNS server yet. However if he inputs the IP address it should work...
