I remember this from like two years ago. I think I was able to keep one loaded for like a week straight. My sister ended up memorizing the entire song (she doesn't even speak japanese). Weird.
 
Have anime animators ever considered using more frames so their animations don't look so crappy? This here is 4 frames, and it looks terrible.

Yes they have. This really isn't a prime example of Japanese anime at its peak.

Well, that particular scene was on screen for about 5 seconds, and it wasn't a particularly important scence, which is why they did it that way. You want good animation, watch things like FLCL, Tengen Toppa Gurren Lagann, Suzumiya Haruhi no Yuutsu, etc..
