Intel got overconfident with their ability to deliver 10nm and are now left with no choice but to milk everything out of 14nm until they sort out this mess.
In fairness to Intel, they have done well with optimising 14nm to this point, and the 9900K (or its 10th gen deritivatives) should prove competitive with 8C Ryzen 3000, but AMD would win the 'moar corez' game for sure if they wanted to go down that route for desktop.
